This report assesses the legal framework and tenure governance arrangements in Mozambique, Tanzania, Senegal, and Haiti, with a concentration on women and small-scale food producers. Six core principles drawn from the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, negotiated and agreed upon at the United Nations Committee on World Food Security in 2012, are used to highlight what each country needs to do in order to fulfill these principles and implement the Tenure Guidelines, in order to ensure improved governance of tenure, enhance women’s rights to land and tenure security, and protect local communities from land-grabbing.
